Victoria E. Loner, MHCDS, RN, CCM, CPUR, PAHM is the Chief Executive Officer and Chief Operating Officer of OneCare Vermont. She has over 24 years of experience in health care and is recognized locally and nationally for her unique combination of clinical, quality, and health care management expertise. She has played an integral role in the implementation of major health management and payment reform under the Vermont All Payer Accountable Care Model over the last 3 years and has been involved with much of the Vermont State Healthcare Reform efforts over the last 10 years. She has in-depth knowledge of state, federal and national health care standards, and is committed to the continuous improvement of the quality of healthcare for Vermonters. Vicki has served as Deputy Commissioner for the Department of Vermont Health Access and also held clinical and managerial roles at both MVP Health Care and BlueCross and BlueShield of Vermont. She began her health care career as a registered nurse (RN) and completed her Bachelor of Science (BS) degree summa cum laude in Health Care Administration and Nursing. In 2014, she completed her Master of Health Care Delivery Science (MHCDS) degree from Dartmouth College.
Norman Ward, M.D.
Chief Medical Officer, OneCare Vermont
Norman Ward, M.D. is Chief Medical Officer for OneCare Vermont Accountable Care Organization and Executive Medical Director for Accountable Care Services at the University of Vermont Medical Center. He is a graduate of the Warren Alpert Medical School of Brown University. He did his Family Medicine residency in Rochester, NY at the University of Rochester/Highland Hospital Family Medicine Program and served a two year National Health Service Corps obligation in Georgia. Dr. Ward is an Associate Professor of Family Medicine at the Robert Larner, M.D. College Of Medicine at The University of Vermont since 1987. He continues to see patients at South Burlington Family Practice. In his current role at OneCare, he is focused on effectively educating Vermont’s hospitals and providers about “value-based” health reforms, integrating community continuum of care providers with the traditional medical community, and increasing patient and family engagement. He is past President of the Vermont Medical Society and the Fletcher Allen Medical Staff. Dr. Ward completed the Dartmouth Masters of Health Care Delivery Science program in 2015.
